To: The Most Reverend Robert C. Morlino, D.D., Bishop of Madison

Your Excellency:

We, the undersigned, urge you to resign your position on the advisory board of the Western Hemisphere Institute for Security Cooperation, formerly known as the School of the Americas.

Father Roy Bourgeois, MM, has done extensive work in researching this institute and its history in teaching torture techniques. He has published some of his findings in his book, Disturbing the Peace.

We urge you to read Father Bourgeois’ book and to speak with him about this grievous matter.

On December 13th, 2005, His Eminence, Most Rev’d Renato Cardinal Martino, the president of the Pontifical Council for Justice and Peace, made the following statement:

"Torture is the humiliation of a person, whoever that person is. For this reason, the Church does not accept it as valid this means to extract the truth."

The Church must not accept the endeavors of the Institute for Security Cooperation.

The Church in the United States has seen too many scandals in this new century. The worst of them were physical violations of human dignity. Your membership on the advisory board of the aforementioned organization deepens the scandal.

The hierarchy’s failure to denounce the practice of torture by the current Administration in Washington will be a dark page in the history of the Church.
